What Old PS1 Game am I thinking of?

Years ago I played a demo, it might have been on a Tomb Raider game that also had a demo of Fighting Force. The game I'm looking for was some kind of 3rd person perspective that took place underwater. You play as a treasure hunter who can shoot nets at dolphins, missiles at sharks, and find treasure. Any help would be greatly appreciated.
