Since Obama thinks Libya is not "hostilities", why do they need our bombs and missiles?

Does Obama just pull this out of his rectum? Either it's hostilities (acts of war) and he has 90 days without congressional approval or it's not hostilities as he said, we shouldn't be involved, and no bombs should be dropped or military used.
